The Cleveland Browns have submitted a proposal to amend NFL rules to allow teams to trade draft picks up to five years in the future, extending the current limit of four years.[1][2]

The Pittsburgh Steelers have put forward a separate proposal that would permit clubs to contact free agents directly during the two-day negotiating window before the new league year, rather than only through agents.[1][3]

NFL owners are scheduled to consider these and other proposals during the league's Annual Meeting from March 30 to April 2, 2025, at The Ritz-Carlton in Dana Point, California.[4]

Troy Vincent, the NFL's executive vice president of football operations, confirmed at the 2025 NFL Scouting Combine in late February that no proposals had been submitted this year to restrict or ban the "tush push" play, despite offseason discussions last year.[5][6]

The NFL Competition Committee will present its recommendations on potential rule changes to owners during the meetings.[1]

Approval of any bylaw change requires an affirmative vote from at least 24 of the 32 NFL teams.[7]

The Browns' proposal aims to foster a more active trade market and provide teams with greater roster-building flexibility.[2]
